How to remote injected FBI from Health and Safety

Hello all! Just bought a 3ds which turned out to already be hacked, however, it used an old method of injectibg FBI into the health and safety app. I want to delete the injected FBI and just use the CIA, is there any way to do so? My console is Japanese but hacked to be region free. Thanks all, help appreciated :)
