Does anyone have any info on a complaint against a deputy?

I work at a sheriff's office in Missouri. A lieutenant came to me and said "I need you to write a 794 on deputy X because you were a witness to what happened." A 794 is basically a complaint to HR or an informational report to HR. Do I have to write the 794 if a higher ranked person requests it? Or can I refuse to?
