What does commander xp do?

Sorry it’s probably a dumb question but I’m confused. Where can I see commander xp as this is getting added? Is there a meter somewhere that shows how much I have and what it’s used for ? I thought I use it to upgrade officers. But it’s not? Then I thought it contributes to officer skills but I see nowhere this gets added to that indicates it’s for that.
