Is this the norm?

So, I am currently living in my first apartment. I am wondering to all- is it normal to hear EVERY single footstep your upstair neighbor takes? Like I hear every step from the moment they wake up to the time they go to sleep. It’s very loud, it shakes my ceiling and coffee table from the bass of just the walking noise. Just wondering if this is the norm for apartment living. I live in a “luxury” style apartment with hard flooring. you would think they would have better sound proofing between units- pretty unfortunate.
