Called CPS on my Korean dad

I don't want to share this on my main account, but my dad used to do 'assualt', or 'poghaeng' to me as a kid, and make jokes about my body. Without delving in, he would touch us in inappropriate places in our bodies repeatedly until we were 10-12, and my dad would prefer to 'poghaeng' my brother more. I called CPS on them (I'm an adult) in concern for my brother for emotional abuse and neglect. My dad, mom, and brother (who is a minor) told me that 'poghaeng' is normal among Korean or Asian families, and is a 'sign' of love, just like hitting your kid obsessively. I'm super confused.. Is this normal?
