How to find someone to cosmetically edit my thesis?

I need someone to not necessarily simply proof-read, but more re-do graphics, arrange/format the text so it is really cosmetically presentable for being uploaded to public repositories/Research Gate. Not for journal publication.

Not sure where to look for such a service? Most from a google search seem to offer editing of the writing itself, or costly preparting for publication. Or can I reach out to a local student for example, to offer this as a one-off paid gig?
