What do fellow Australians think about the cultural differences showing in the way the US deals with fire compared to Australia?

Dont get me wrong, its terrible and that people are losing their lives is especially terrible. That said, I find it really interesting the general cultural differences that have become evident. Decided lack of systemic preparedness, I would say a 'different' philosophy around levels of personal preparedness, differences in expectation of abilities of government units etc...

Thoughts? Perhaps I have it completely wrong?
