is this surge protector safe to use?

just bought this item secondhand today. after plugging in I see that three of the power indicators are flickering. AUX1, PRINTER, and MASTER. the neon bulbs in AUX1 and PRINTER flicker rapidly and the one in MASTER is hardly on at all. is this a cosmetic or a safety issue?
