Pansexual or Not?

I have a cisgender male friend who identifies as pansexual. He has shared his preferences with me, stating that he will only date cisgender women and nonbinary people, preferably afab, because he is not comfortable with penises. Is he truly pansexual, or is there another label that might fit him better?
