Landlord not fixing gas meter

ConEd has been charging me $100 a month until they replace the gas meter in my apartment. They sent a worker to inspect the gas meter yesterday and the worker said that the pipe connected to the gas meter is too bent out of shape. The worker said I needed to get my landlord/super to repair it before they can replace the gas meter. ConEd will keep charging me $100 a month until then.

I spoke to my landlord and had him come look at the gas meter. He looked at it for a bit and then said he wasn't going to replace the pipe. He said it costs too much and is too complicated to replace. I asked him about the $100 monthly fee I have to pay to ConEd and he just said that everyone in the building just pays it. He then just left the apartment and told me to speak to his assistant. I spoke to his assistant today and she pretty much just said she'll come back later to talk and never came back.

Does anyone have any experience with something like this? My roommate and I are not sure what to do in this situation and what legal actions we can really take. We'd like to avoid lawyering up as we can't afford lawyers and it would just make things messy.

NOTE: My landlord does not speak English well at all. His assistant speaks it decently.

Any advice would be helpful.
