Neighbor Turned The Street Into Car Repair

Our kids bedroom windows face the street on which this new neighbor seems to start a car battery repair shop. Every day and night, sometimes till 2am, there are drill noises coming waking my toddlers. I've sent over twenty 311 noise complaints about this, the police comes, scares him away, next day same story. This has been happening for more than a year. Police doesn't seem to work. He also, parks his donor fake plates Priuses all over the neighborhood, so there's now no parking available to locals anymore. I did confront him once by telling him that the noise is unbearable, but it seems like his playing the friendly neighbor card. Where can I complain to make this madness stop?
