I think this guy shot himself in the foot..

I was enjoying a really free reign over my town as Mayor.. I recently noticed this guy bought elsewhere but is really now concentrating on my town, I even know where he lives.. I'm at 99 parcels in UK so I'm on a mission now to tier jump.. It's gonna be interesting to watch him get close then see me suddenly make a huge leap OR. He'll want it so much he'll pay in
