Why are the rates/Tiers different for every Region?

This is in no way a complaining post, just pure interest. I know that the rates are Generally really different depending in the Region, but I would Love to know the reason for it. Maybe the number of Players?

Just wanted to know If maybe the americans know If their Rates were "worse" and got better, or of they have always been like this
