Ebb36 fan port 2 issues

I just finished flashing and wiring up my EBB36 v1.2 and U2C board . I used the little slider in mainsail to give my part cooling fan power to make sure it would turn on and it did, but it won't turn off. The slider can be at 0% and the fan is running full blast, and it only turns off when I turn off the psu power. I tried another fan and same effect. Port 1 works as intended turning from 0% upto 100%. I used my multi-meter on the pins for fan 2 and it has a constant 24v across even when it shouldn't and then did the same for fan 1 and it only had 24v across it when power was to be applied. So my guess is I need a new tool head board, but before I go buy and flash a new one I just wanted to see if maybe someone had any advice.
