Where to buy property in the Bay Area / Tri-Valley for greatest appreciation in 5-10 years?

Hey guys, so I recently moved to the Bay Area and I was wondering where would be the best place to invest in real estate in the bay area. I'm looking to buy a relatively cheap place, but want to sell it after 5-10 years. Which location in the Bay Area / Tri Valleys do you guys think will have the most development / appreciation in the next 10 years?
