How to counter surge

I just played 3 ranked games (legendary 2) and faced off against surge first pick. We didn't go tanks or aggro in to him but he still managed to wreck us. As a F2P I only have about 15-20 power 11 brawlers, and was wondering who to invest in to counter surge- and other high dps CC brawlers.
