Is Jouno a well-liked character?

If so why is he well-liked? Personally I find him to be insufferable. I don't like his dismissive attitude and the fact that he closes his eyes. I know why he closes his eyes (I would have liked him if he had a different personality. I love some characters in other shows who have the same condition as Jouno but unlike him they were easy to like) but he has such an annoying personality with that smile. If he had been an ally of the ADA I would have liked him.
