Agents don’t spend a lot of time prepping a mission

In the first book The Recruit it’s mentioned that Amy was spending months in mission control working on the Fort Harmony mission. Even mentions that she was working on it before James even arrived at CHERUB.

It made it seem like she was it personally involved in preparing this mission and made sure that James was paired with Kerry during basic training and having him suspended from missions so that he be on hand for Fort Harmony.

And my issue is that we never see anything like this again. We never see a Cherub agent actively involved in preparing a mission. A mission is always prepared by the mission controller then past on to the ethics panel then the mission briefing is typed up and only then are the agents approached and asked if they will except the mission.

Now this could have been a thing that Munchamore just dropped like after the first book agents started only using their real first names on missions; but the inconsistency always confounded me.
