Appointing council members is hard, is there mod that makes it easier?

It’s so annoying that I have to give a hook in exchange for appointing a vassal. Is there a mod that makes this easier? It doesn’t make sense to me that I have to ask a lord paramount’s permission to appoint one of their vassals as my councilor. I’m the king for god’s sake!
