Applying prior to completing 120

Hi, I will be completing my 120 credits this upcoming semester and plan to take FAR this upcoming December after the semester. How should I go about applying and completing the certificate of enrollment? I am having trouble finding a jurisdiction ID as I need to apply to get it. Will I be denied if I apply now before the semester starts? I’d appreciate help on how to successfully take a section in December. Thank you!
