I'm confused

I'm kinda new to call of duty and I kinda need some clarification lol.

Is Soap from mobile (1st image) and rebooted soap (2nd image) the same person? Like do they have the same backstory and are they the same person? They look really different but is rebooted soap just mobile soap in a different 'body'?

(These may be stupid questions but idk I'm new lol 😅)
