No meta.xml or meta folder appearing

Relatively new to emulation and i'm trying to emulate the Wii U ver. of BOTW, however for my DLC and Update folders, there's no meta.xml or meta folder appearing after I use Cdecrypt to decrypt them, the only folders are appearing are code folder and a content folder, however when I used the program to decrypt the game file i did in fact get a meta folder along with the code folder and a content folder, thank you in advance to anyone who tries to help
