No more development cards?

What is the point of that?

I am in a 1v1 with someone and they hoard all development cards. They used 7 knights.

I built settlements and cities so that by the end, I had way more production, and I could buy whatever cards I wanted.

But it says no more cards? What is the point of that?

It just adds more luck to the game, because he just happened to roll 7 more early in the game, placing more robbers on me.

He had barely any settlements. Instead he hoards all dev cards.

sucks for someone who came out ahead later in the game like me!
