What are they doing?

Can anyone tell me what they think is going on here? I walked by this intersection a few days ago - before any construction - and there was a very loud clicking sound. Almost like a car backfiring. Then, just a couple days later, this scene. Very curious what they may have found and what it means (and how long it’ll take). Thanks!
