Can I raise a Ombudsman Complaint

On Jan starting I applied for Airtel Axis card via Axis official website and got only mastercard varient. So I left the application. Few days back I applied for the same card in Airtel Thanks app. So I planned to not activate the card ask the bank to negotiate to Rupay Varient.

But Axis Bank activate my card without my consent and put the joining fee.

When I ask bank they said you only activate the card. When I ask the date, PNO date is different and customer service date is different. I have a proof for application, Employee saying different date. Also when I ask about joining fee all the employees commonly said "Fee is not Transaction". When I ask question simply saying "You can close the card".

Without requesting they reverse the joining fee. Can I complaint against Axis Bank to RBI under this 1. Unauthorised Activation 2. Not allowing to select card varient.
