WHY???

I've finished this mission 6 times now. Yes, I did all steps in the same deployment every time. It even tells me it's finished after I exfil and I get the checkmark, then next time I restart the game, it's not finished....AGAIN!!!! Anybody got the magic answer to get this turd checked off for good??
