Visa and MasterCard withdraw

Hey I just want to know if card withdraw really work and what if not ? I am actually living in Morocco and want to know if I have a visa or MasterCard card I can withdraw the money in in bank account and what can happen if there is a problem in the transaction so my money are safe or not ?
