When will they skip to the last quest, so everyone can have a chance for skins?

I remember they did it last season for the frost skeleton skin and the coin flip. I joined at the end of last season so im still kinda new. I know theyll release it for purchase next season but will they give everyone a chance? or are they gonna be greedy and make people buy it if they want it? instead of what they did last season...

im asking bc im stuck on the demon centaur hoof, ive went with 250 luck in normals and HR. i completed the 15 demon centaur kills quest with 0 hoofs. anyone got any ideas or suggestions? or can someone help? ill give you an expensive item for help with a couple quests
