Aldia not spawning?

I'm doing a playthrough of DS2 and I lit the 4th primal bonfire but no Aldia. Anyone knows what caused this? I thought it was a bug the first time but this is the second playthrough it has happened. I have all 3 DLCs if that matters, and it's not SOTFS either.
