Road building question. Bug maybe?

Hi all, trying to completer building some sections of roads and I have collected the right quantity of materials. When I walk up to the road building machine it shows that I need to add a certain amount of material, yet when I go into the menu, it is blinking yellow and showing that there is more in there than needed. When I exit, it shows that I am still deficient in a material. What am I doing wrong ?
