Lich player transformation

I have a parting reaching level 18-20 range and one is a necromancer wizard who’s wanting to become a lich, I can’t find any official rules for this and I don’t know what exactly to do with it, this fantasy is a power fantasy (all players are powerbuilt and the setting is designed accordingly) any tips?
