Does the price of a domain decrease?

Someone owns the .com version of my company name, and I would purchase it, but they have it listed for 5k usd. It seems like it's a parked domain since it shows it's registered since 2014.

I'm wondering if it would get it for a lower price over time or am I just out of luck?

It's a new business so I don't want to shell out 5k for a domain name i want. I was able to purchase the domain under a .ca tld in the meantime as I am from Canada.

If I have to wait, is there a service out there that can notify me if it's available?
