How am I even supposed to reach these bubbles?!?

I’ve tried all angles. Spent the last 15 min or so fishing from every edge of the lake and my cast doesn’t reach; just snaps. This has to be a bug right?!? And of course I just need one more tilapia for the star path 🥲
