Player preferences. Are they random?

Hey all.

I was wondering if anyone knows whether or not player preferences are completely random or what? I made a custom skater and put his Shoot/Pass bias at 3/15. Every time I see his preferences he for whatever reason prefers to cycle the puck. I also notice that the carry/dump is always random for me. Is there a way to force specific players into preferences? It would make my life so much easier.
