Etsy refund drama

Hi all,
I had an order where only one item of two was delivered. The more expensive item never showed up. I asked the seller about it, he said his team missed my item. I was reassured that it would get sent out and to message him in 2-3 days if I hadn’t received a tracked number because he might not remember — I waited and messaged him after 3 days.
He said “sorry, I’ll send your item tomorrow and expedite the shipping” (it’s supposed to be a Christmas gift.” Tomorrow rolls around, no tracking number no message, so I messaged the seller again. Silence. Messaged once a day for a week asking about the order and never received a response.
Finally opened a case and said I still wanted my item but wasn’t getting responses from the seller anymore — ✨surprise✨ finally got a message from the seller soon after I opened the case. Etsy issued a refund. The seller Apologized and I miraculously received my tracking number almost instantaneously, but the order hasn’t been shipped. The seller is now asking me to pay again for the order:
“Could you kindly place an order and make a payment of $210 through the following listing: [he linked an item]. The system has already refunded $225 to you, and I have adjusted the payment to ensure you are paying the most appropriate amount.”
I just want opinions and thoughts. Am I paying twice for this item? Is the seller trying to get money from me? Is it bullshit for me to have to pay when there was such poor customer service?
Edit: thank you for the answers! I’ve literally never had this issue before so I wanted to see if I was just being pessimistic. Like some of you recommended, I looked back at the refund email and it’s seems that the refund was covered by Etsy’s Purchase Protection Program, so the seller got to keep my money, the refund came out of Etsy’s pocket, and the seller is trying to get more money from me (lol… yikes), if I’m understanding correctly.
Overall, not worth the drama or shadiness! Thank you again for the genuine answers and help.
