I have done everything but i still can't fight the Refurbs

I beat all of the arcade games , beat all the withereds , got golden freddy , beat the freddy plush , both of the puppets , shadow bonnie and shat on all of the cameras. But i still cannot get the god damn refurbs fight , my dragon dildo doesn't evolve past level Eeven though i beat B.B returned to my old save , got the ICBM's and beat B.B with them again , i couldn't get the refurbs.

(Also im on proud mode)

I have no idea what im missing , please help
