Where did the allegations that Todd Howard hates New Vegas come from?

The TV show appears to be returning to the Mojave in season 2, Fallout 4 references the NCR in Kellogg's memories, Fallout 3 references the West coast chapter and the BoS being originally from over there.

It seems that Bethesda really doesn't hate NV, they may not do much with it but they clearly are aware of the love for it, and don't shy away from recognizing its existence in the timeline.

So where did the idea that Todd Howard hates it come from?
