Bacteria on olfactory sampler???

Tried posting this on /fragrance but they don’t allow attachments.

Bought this rub on sampler back on 9/22 in nyc, used it at the store and maybe a literally a few more time since then. Just opened it back up today and found these dots. Is this sampler cooked???? I thought fragrance/ petroleum jelly based products were antibacterial.

Anyone know what this is?
