why is roy done so dirty in this game?

genuine question here. i’ve seen quite a bit of discussion about roy and the amount of alts he has in feh and i noticed that roy hasn’t had many good/viable alts especially for a lord character and it got me wondering why he’s always treated so much worse compared to the other lords. i know he’ll get an emblem alt sooner or later but even then it’s not guaranteed that he’ll be a game breaking meta emblem unit given how much intsys shafts him along with the possibility of him being one of the more “balanced” emblem units. roy doesn’t get yearly alts like some other lords do so what’s up with the awful treatment for him???
