Can't buy Destiny Rod?

My friend has been grinding trying to get the Destiny Rod, which requires 190K and 70% bestiary. She's at level 89 and has both requirements, but for some reason the NPC still won't let her buy it. Just repeats to her that she needs at least 70% of the bestiary completed. Does anyone know why?
