Cannot kill GTAV task, Access Denied (Steam Version), any solution?

Besides what the title says, I installed the game and when I try to open on Steam, it opens the Rockstar Launcher and I got an error saying the application is already running, the steam application after that stays open, in Task manager I try to close the "TODO: <File description>" which contains the GTA V logo with the original filename in properties being GTAV.exe, the process does not close when I click to close it, nothing happens or when happens, just says Access Denied.

I am unable to play the game, rebooting my computer give me the same process after I try to open the game again, I do not have the G Hub nor the Razer Synapse installed, like other people pointed out to be the cause years ago.

No Idea what to do, any tips would be appreciated.
