Rockstar launcher not launching [help]

I've been trying to play GTA v on my new PC with Windows 11.

Yet the rockstar launcher won't go further than this screen.

I have played gta 4 and it worked
I already varified the game files in steam
I have already deleted the launcher/social club twice.
I can open the launcher and pick gta 5 but when I press play it goes to steam, then does nothing.
a tutorial said to exclude the launched from Microsoft antivirus. This does nothing.

Can somebody help me please?

EDIT: I posted a fix in the replies. This fixed it for me and apparently for other as well.
