Will TestDaf certificate be considered as proof of C1 language level?

One of the part of the "Besondere Integrationsleistung" is language proficiency of C1 level. Goethe and Telc C1 certificates are recognized, but will TestDaf certificate be also recognized as a C1 level or not?
