Found My Dream Job But…

I found a job that I really want and my background aligns perfectly but the job posting went up 5 days ago. I feel very late to applying. Should I reach out to the hiring manager (I may have found them on LinkedIn)? I also found the Director of HR but I’m unsure if it is wise to reach out to them directly. I essentially want to express my interest in the role and get eyes on my resume since I am so late to the application. Please help on the best strategy!
