Is this a legit physical release???

Never seen this before buying it. Searching for it online reveals it's a mod but it has a physical release with cd case art, description on the back and CD art with an E rating from ESRB. Or maybe it's just someone's photoshop project. Anyone know anything about this release??? (Not the game itself but the physical release)
