Bad performance on good pc regardless of settings!

I have a 4070 TI and a Ryzen 7 7700 and recently bought hell let loose as I had been interested in it for a while.

I started in a training match and was getting around 130fps average on epic preset 1440p and on all low 1440p I got 180-200fps. My CPU utilization was at 20-30% and GPU usage around 85-90%.

As soon as I join a server my fps is between 40-70 MAX regardless of settings and my cpu and gpu usage are both between 25-35% so I’m fairly certain it’s not a bottleneck issue. It seems the game is just not utilizing my specs hardly at all.

Has anyone else experienced this and knows how to fix/improve it?
