Are any of the targets based on real people?

I read somewhere once that Viktor Novikov and Dalia Margolis are based loosely on Jeffrey Epstein and Ghislaine Maxwell (which I'm not sure about based on the game's development timeline vs that news story breaking), and that Jordan Cross is based on Jared Leto.

Are there any other more credible but less well-known instances of targets' biographical information being inspired in part or wholly by real people?

Sean Bean doesn't count.
