Is The Herta the strongest?

I’m not too deep into the lore, so can some loreheads educate me when it comes to The Herta’s powerscaling? From what I’ve seen, Herta’s seems multidimensional being able to travel between universes and having literally solved everything. Is Herta just the strongest in the hsr verse?
