Refund Freeze Last Year?

I’ve received my state but not my federal so far.. I’m at a loss. There’s no communication as to why. I got the 60 day under review letter, called after the 60 days and was told I can do nothing and that they are allowed to take an additional 120 days (clearly without having to communicate that). I looked at my transcripts from last year and received my refund in May but it also says I over paid on taxes by $63 and that I got a refund freeze in November even though they’d already given me the refund. Would that affect this year’s taxes? I looked up how to get it removed but it says I have to fix whatever I messed up last year. I’m not sure how to fix extra money they owe me from last year.
