Study Permit Cannot Be Found Online?!

Has anyone had this issue?

My partner was issued a study permit and work permit at the immigration office in the airport. When I go to try and search for this permit online, using the application number, and his UCI, nothing can be found.

I tried to link the study permit to his GCKey account (a consultant did the application so I cannot see his POE or introduction letter, or anything ), nothing comes up.

I tried to download a status tracker for the permit, and the permit cannot be found online.

I also tried to reinstate his ETA online, and the application was refused because he is shown as not being a study permit holder under his UCI.

This is so weird, because immigration literally gave him these papers in hand at the Toronto airport.

Anyone else experience this?!
